| (1) | An Executive Staff Component has all the necessary powers to be responsible for the effective day-to-day management and functioning of an Authority. |
| (2) | The Minister may, in addition to the powers referred to in subsection (1), give any power referred to in section 13 to an Executive Staff Component. |
