An air service operator shall provide initial, recurrent and refresher training and checking as prescribed in Document SA-CATS 135 for any person whose function is essential to safe operations in terms of this Part. Such training shall be given to at least—
| (a) | flight followers; |
| (b) | ground service personnel as identified in regulation 135.02.8, as applicable; and |
| (c) | any other person the Director determines is required to receive training. |
